The state's 776 acceptance offices are spread across 393 cities and 254 counties — more counties than any other state — so the closest place to submit a first-time application or a child's passport could be a downtown post office, a public library, or, very often in Texas, the county or district clerk at the local courthouse. For most travelers, that first stop is an acceptance facility, not a passport agency: the agent checks your citizenship documents, witnesses your signature, and forwards everything to the State Department, which mails the finished passport back to you.

Texas is one of the few states with a full-service passport agency inside its borders. The Houston Passport Agency, on the fourth floor of the Mickey Leland Federal Building at 1919 Smith Street, serves travelers with proven international departures within 14 calendar days (or 28 days if a foreign visa is needed). It runs strictly by appointment — no walk-ins — booked through the National Passport Information Center. It's the go-to option for a genuine last-minute trip, but with the Texas Triangle of Houston, Dallas-Fort Worth, San Antonio, and Austin holding most of the population, plan a normal application several weeks ahead at a local acceptance office rather than counting on the agency.

The state's long Mexican border also makes the wallet-size passport card unusually useful here. Along El Paso, Laredo, McAllen, and Brownsville, the card is valid for crossing back into the U.S. by land and sea, so families making regular day trips into Mexico often carry one instead of the book. Just remember the card cannot be used to fly internationally — for that, and for entering Mexico's interior beyond the border zone, you still need the full passport book. Given Texas's vast distances (El Paso sits closer to San Diego than to Houston), it's worth applying at the office nearest you rather than driving across the state.

Most passport acceptance offices are U.S. Post Offices, public libraries, and county or city clerk offices that act as official acceptance facilities. You apply in person using Form DS-11 if you are getting a passport for the first time, if your previous passport was lost, stolen, or damaged, if it was issued more than 15 years ago, or if you were under 16 when it was issued.

Fill out the form ahead of time but do not sign it — a passport agent must watch you sign. Some facilities accept walk-ins during set passport hours, while others require an appointment, so it is worth calling the office listed on your city’s page before you go.
