Newport Beach Public Library (Central Library)

Run by the City of Newport Beach's municipal library system, the Central Library on Avocado Avenue serves as the city's second public place to file a passport. Because it is a government-run city library rather than a nonprofit, it has continued offering passport acceptance where many independent libraries have stepped back. Staff process new applications (Form DS-11), including first passports for children, in a calm, appointment-only setting near the Civic Center and Fashion Island.

This is a strong choice for families and first-time applicants who'd rather handle the paperwork somewhere unhurried. Note the library does not process adult renewals (DS-82) - those are mailed in - and it does not take photos on-site, so plan to have a compliant photo ready or use the post office in town for both steps together. Arrive on time with every required document - if you're more than a few minutes late or missing paperwork, you'll be asked to rebook.
