Passport Acceptance Offices in California

California is the only state in the country served by two federal passport agencies — the Los Angeles Passport Agency inside the West L.A. Federal Building on Wilshire Boulevard, and the San Francisco Passport Agency on Golden Gate Avenue. Both handle urgent, appointment-only cases for travelers leaving within about two weeks. For everyone else — the vast majority of Californians renewing a passport or applying for the first time — the work happens at one of the state's roughly 1,189 acceptance offices: neighborhood post offices, county clerk-recorder counters, and public libraries spread across 628 cities and towns.

The sheer scale of the state shapes how you apply. Southern California's mega-metro sprawls from Los Angeles County — the most populous county in the United States, home to more people than 40 entire states — south toward San Diego, where the San Ysidro crossing into Tijuana is the busiest land border in the Western Hemisphere. The Bay Area anchors the north around San Francisco, San Jose, and Oakland, while the Central Valley strings acceptance sites through Fresno, Bakersfield, and Sacramento. Farther north, offices thin out across rural, mountainous counties where a single post office may serve a wide rural district.

Because demand runs high in the big metros, availability is the real variable. A downtown post office in Los Angeles or San Jose can book out days ahead, while a suburban branch or a county office an hour inland often has same-week openings. The card version of the passport — the wallet-size passport card — is worth knowing about for anyone near the border, since it works for land and sea crossings into Mexico even though it can't be used to fly internationally.

Most passport acceptance offices are U.S. Post Offices, public libraries, and county or city clerk offices that act as official acceptance facilities. You apply in person using Form DS-11 if you are getting a passport for the first time, if your previous passport was lost, stolen, or damaged, if it was issued more than 15 years ago, or if you were under 16 when it was issued.

Fill out the form ahead of time but do not sign it — a passport agent must watch you sign. Some facilities accept walk-ins during set passport hours, while others require an appointment, so it is worth calling the office listed on your city’s page before you go.

As of 2026, routine passport applications take about 4–6 weeks to process, and expedited applications about 2–3 weeks, counted from the day the State Department receives your application. Add roughly 2 weeks for mailing on each end.

The busiest season runs from late winter through summer, so apply between October and December when you can. If you are traveling within 14 days, you will need an appointment at a regional passport agency rather than a local acceptance facility.

In California, many county clerk-recorder offices accept passport applications alongside post offices and libraries, which can be a useful backup when postal branches are booked solid. In the big metros — Los Angeles, San Diego, the Bay Area, and Sacramento — same-day walk-in slots are rare, so it pays to reserve online a week or more ahead. Suburban and inland offices, or a county counter a short drive from the coast, frequently have earlier openings than the busiest downtown branches.

If you live near the southern border, ask specifically for the passport card as well as (or instead of) the book: it's cheaper, fits in a wallet, and is accepted for driving or walking across into Mexico, though it won't work for air travel abroad.
