π About Devils Lake
Devils Lake is the seat of Ramsey County in northeast North Dakota, and travelers here have two dependable ways to submit a passport application without leaving town. The Ramsey County Recorder, in the county offices on 4th Ave NE, is a long-standing Department of State acceptance agent, while the downtown Devils Lake Post Office handles applications by appointment and can also take your passport photo on site.
Generally, the remaining items on your list point you to one or the other. If your compliant photo is already in hand, the Recorder's weekday counter is a quick, walk-in-friendly stop; if you'd rather knock out the application and the 2x2 photo in one visit, the post office is the simpler option. Either way you're filing a Form DS-11 in person, so first-time applicants, minors and anyone replacing a lost or stolen book will use one of these Devils Lake acceptance facilities.
North Dakota has no passport agency of its own, so genuinely urgent in-person service means the Minneapolis Passport Agency, about six hours southeast by road. For nearly everyone, mailing through a local acceptance office is faster and far less trouble. Statewide guidance on fees, the items to bring and current processing windows is on our North Dakota passport page.
π‘ Good to know
Acceptance agents witness your signature and seal the packet then and there, so come ready: carry a completed-but-unsigned DS-11, a certified birth certificate or other citizenship proof, a photo ID with a photocopy, and payment. The Recorder does not shoot photos, so bring a compliant 2x2 print or use the downtown post office, which offers photos with your appointment. Applying with children under 16 means both parents (or documented consent) attend in person.
