The City of McAllen runs its own passport acceptance facility inside the Downtown Parking Garage at 221 S 15th Street — note that it is not at City Hall, even though the two are close together. The city office is a genuine federal acceptance point where staff verify your identity and citizenship documents and submit new adult and child (DS-11) applications for you.
What sets it apart is flexibility: it welcomes walk-ins on a first-come, first-served basis and opens on the second Saturday of every month, which is unusual for the McAllen area and a real help for families who cannot take time off during the week. It complements the two nearby Texas USPS branches.

Go to the Downtown Parking Garage, not City Hall. Passport fees to the U.S. Department of State must be paid by check or money order, while processing and photo fees can be paid in cash — credit cards are not accepted.
