USPS clerks here are authorized to verify your identity, witness your signature and forward a first-time or in-person DS-11 application to the State Department for processing.
Because this branch takes passports by appointment only, book your slot on the USPS scheduler rather than turning up at the counter. Passport photos are available on site for a fee, so you can handle the whole thing in one visit.
