Its acceptance agents handle the documents-and-signature step for first-time applicants, children, and travelers replacing a lost, stolen, or damaged passport, then mail the completed package to the State Department for you. Applications here are handled by appointment, which you schedule online through the USPS scheduler or by phone. Come with your completed but unsigned DS-11, original proof of citizenship, a photo ID and a photocopy of it, and separate payment for the acceptance fee and the passport fee.
