π About Dubuque
Perched on the bluffs where Iowa meets the Mississippi River, Dubuque is one of the state's oldest cities and its busiest gateway on the Illinois and Wisconsin borders. If you live in the tri-state area and need to apply for a U.S. passport, you don't have to leave town: two federally designated acceptance facilities operate within a few blocks of each other in downtown Dubuque.
The two offices work a little differently. The Dubuque Post Office on West 6th Street handles passports the way most USPS branches do, alongside its regular mail counter. The Dubuque County Treasurer's Office on Central Avenue accepts applications as a county government service, sharing a counter with property tax, motor vehicle, and license-plate business.
Both offices verify your identity, witness your signature, and forward your paperwork to the U.S. Department of State for processing. Neither one prints passports on site, so plan around standard mailing times rather than same-day pickup. For a wider view of applying anywhere in the state, see our Iowa passport guide.
Because Iowa has no regional passport agency of its own, Dubuque residents in a genuine hurry travel to the Chicago Passport Agency roughly 180 miles east. For routine and even most expedited applications, though, applying right here in Dubuque is the simpler path.
π‘ Good to know
Dubuque's two acceptance offices sit only a few blocks apart downtown, so if one is booked you can often try the other. The County Treasurer's Office also handles motor vehicle and property tax business at the same counter, which means passport slots can fill during busy tax periods. Whichever you choose, bring a printed application, proof of citizenship, a photo ID with a photocopy, a compliant passport photo, and separate payments for the acceptance fee and the State Department fee. Full details for the whole state are on our Iowa passport page.
