Like all USPS acceptance sites, it works by appointment: you reserve a slot through the Postal Service's online scheduler, bring your completed DS-11 (leave it unsigned until the clerk witnesses it), and the counter agent verifies your identity and citizenship documents before sealing everything for the State Department.
