📖 About this office
East Tennessee State University runs a designated passport acceptance facility out of its Postal and Passport Services office on the first floor of the D.P. Culp University Center. What makes it unusual is that it's not limited to the campus crowd: ETSU explicitly opened the service to students, faculty, staff and members of the general public, so any Washington County resident can apply here. It's the second of the two options on our Johnson City passport page.
The office keeps weekday daytime hours (Monday–Friday, 8:00 a.m. to 2:30 p.m.) and handles the whole process in one place — application acceptance, passport photos and document photocopies. Booking ahead is best, either by calling 423-439-7277 or through the university's passport page; walk-ins get in only if there's room. Paid visitor parking sits near the Culp Center. Fees and what to bring are listed on the Tennessee passport guide.
💡 Good to know
Because this is a campus facility, plan for paid visitor parking near the Culp Center and allow time to find the first-floor post office. Weekday hours end at 2:30 p.m., so late-afternoon visits won't work — book a morning or early-afternoon appointment. If the timing suits, doing photo, copies and application together here saves a second trip compared with the downtown option on the Johnson City page.
