Erie County Clerk Passport Office

The Erie County Clerk Passport Office at 92 Franklin Street in Old County Hall is the county government’s dedicated passport acceptance point for Erie County residents. Located in the same historic building as other county services in downtown Buffalo, this office is particularly well-suited to first-time applicants and parents applying on behalf of children under 16, the two categories the county clerk is authorized to process.

Unlike most post office acceptance facilities, the Erie County Clerk Passport Office offers multiple locations beyond the Franklin Street main office, including outreach centers in West Seneca and Williamsville — useful for residents in the southern or northern suburbs. Hours at the main office run Monday through Friday from 9 AM to 5 PM. Applicants should bring a completed DS-11 form, original proof of citizenship, a valid photo ID, and a passport photo; the office also accepts payment of the State Department fees directly.

Because the county clerk handles only new applications (not renewals), applicants needing to renew should visit one of the USPS acceptance offices listed on our Buffalo passport offices page, or mail their DS-82 directly. The Erie County Clerk does not process passport renewals — renewal applicants must use Form DS-82 by mail or visit a USPS acceptance facility. If your travel is within 14 days, note that Buffalo hosts its own federal passport agency at 111 Genesee Street, Suite 101, where appointment-based urgent processing is available.
